This is a "Flicorno Sopranino" in Eb by C. Zinzi & C. from Rome. After comparing it with other instruments, I decided to categorize it as a cornet, as I think the conical expansion is less than an actual Flugelhorn would have.
It had been lying in my parents house for ages. My father got it when he was in college in the 1960's from someone who said "it fell from a truck"...
